Our Partners
The project is designed to support the implementation of the EU Sustainable Finance Action Plan and the Paris Agreement commitment related to Art. 2.1c ("aligning financial flows with climate goals").
Our main objectives are to:
Support the implementation of the new ESA mandate
Build capacity among financial policymakers
Increase transparency around climate-related risk and ensure compliance by regulated entities
Broaden stakeholder involvement
To achieve these objectives, we have developed the 1in1000 Stress Testing Model Suite, which is based on a state of the art methodology on capturing different climate related risks and codeveloped by THEIA Finance Labs (former 2DII Germany) and the Oxford Sustainable Finance Group.

Project Work Packages

This implementation action focuses on developing the methodology and deploying software to assess transition, physical and legal risk arising from the transition to a low carbon economy and climate change on both the asset and the liability-side of EU insurers' portfolios. This will be applied with EU supervisors to inform on the sensitivities of EU regulated entities Solvency Capital Requirements (SCR) to long-term climate risks, and to provide early warning systems for supervisors.

This implementation action focuses on developing the methodology and deploying software to assess transition, physical and legal risk arising from the transition to a low carbon economy and climate change on EU regulated banks' lending portfolios. This will be applied with EU financial supervisors to inform on the sensitivities of regulated entities capital requirements to long-term climate risks, and to provide them with early warning systems.
Packages include:
C2.1. Modification of LIFE AFFEAP transition risk software to use AnaCredit reported data.
C2.2. Modification of the physical risk, legal risk and stress testing model developed inImplementation Action C1
C2.3 Deployment of the assessment software.

This implementation action focuses on the development of an interactive reporting template and deployment of an online results portal. The interactive reporting template will be used for all participating national and EU level supervisors. The online portal will be used by at least two supervisors/policy makers to disseminate the assessment results of Implementation actions C1 and C2. The main targeted user of the portal will be national level supervisors and policy makers, as well as regulated entities, but it will also act to inform other stakeholders and the general public

Supporting the implementation of financial supervisory actions on the basis of the results of the previous LIFE PACTA project and the C1 and C2 actions
